インドにおける難民定住地のフィールド調査

インド共和国カルナータカ州 名古屋市立大学人文社会学部の2年生 Fieldwork
名古屋市立大学人文社会学部で開講した集中講義「海外フィールドワークA」（受講者2名）において、インドカルナータカ州の亡命チベット人定住地にてフィールド調査を実施した（8月20日～9月1日）。調査に先立ち、難民としてインドに居住する亡命チベット人の文化や歴史、難民化の背景と経緯について座学講義（13回）を行い、現地訪問実施後は調査のふりかえりに加え、現地収集データの整理と報告書作成準備のための座学講義（3回）を行った。授業内容の一部およびフィールド調査の様子は、学部ホームページにて公開された。参加者による報告書を作成。

愛知県設楽郡東栄町 名古屋市立大学人文社会学部の2～4年生および人間文化研究科の大学院生 Fieldwork
名古屋市立大学人文社会学部で開講した集中講義「国内フィールドワークB」（受講者8名）において、愛知県設楽郡東栄町にてフィールド調査を実施した（11月１２～１４日）。調査に先立ち、住民やNGOが中心になって取り組むまちづくりに焦点をあて、地域の伝統を守りながらもよそ者を受け入れて進行・拡大する地域づくりのありかたについて座学講義（10回）を行い、現地訪問実施後は調査のふりかえりに加え、現地収集データの整理と報告書作成準備のための座学講義（2回）を行った。授業内容の一部およびフィールド調査の様子は、学部ホームページにて公開された。

新型コロナウィルス感染症対策の渡航制限ため、現地調査が全くできなかった。
改宗を経たインド人仏教徒の動きを把握するため、マハーラーシュトラ州を中心に活動するインド人活動家にオンラインでの聞き取り調査を行った。2020年度から本格化し、世界的に感染が拡大している新型コロナウィルス感染症対策に伴う移動や接触制限のため、これまでのような活動ができない中での状況や将来の展望について聴取した。仏教徒は経済的貧困層が大多数を占め、これまでは中東やアフリカ諸国への出稼ぎ労働や、インド国内でも県境や州境を越えて都市部で行っていた出稼ぎが制限されていることで、収入が大幅に減少した。またCOVID-19感染によって死亡したケースも多発した。
チベット仏教徒の動きとしては、これまで頻繁にインド人活動家を定住地に受け入れて情報交換やイベント開催をしてきたが、今般の新型コロナウィルス感染拡大に伴って、定住地そのものがロックダウン（都市封鎖）の対象になり、ヒトもモノの流れも閉ざされて陸の孤島と化している。こういった現状をオンライン調査で実施した。国外支援ドナーの人定往来が停滞していること、海外支援団体・支援者の資金状況が悪化していることによる支援金の減額などにより、コロナ以前よりは規模を縮小して交流や活動が行われている。
インド側・チベット側双方の人流・物流が制限されていることから、両サイドで盛り上がってきていた協働・連帯の活動の停滞が顕著であった。

She also lived in Bangladesh for 2 years working for the Japan Ministry of Foreign Affairs. The topic of her talk will be the Forestry Project she ran in the Northeast of India when working with JICA as part of the Joint Forestry Management (JFM).
