本研究では、地方自治体における「政権交代」が生じる要因と、新たに誕生した首長が、どのように支持基盤の形成を行うのかを明らかにする。それにより、二元代表制下の首長と議会の関係について、新たなモデルを提示することを試みる。

近年の地方財政の悪化により、多くの地方自治体の首長が行財政改革を迫られている。本研究課題では、財政収入と支出が共に減少して縮小期にある現代の市長による行財政改革への姿勢と実績に注目し、それらが再選時の市長選挙結果にどのような影響を与えているかを明らかにする。

本研究課題では、日本の市長選挙における対立構図の規定要因の解明を目標とした。分析の結果、現職優位に関する理論が日本の市長選挙における対立構図にも適用できることが明らかになった他、中央レベルでの政党間関係が市長選挙における対立構図に影響を与えていることも明らかになった。また、市町村合併が近年の市長選挙における対立構図の変容に大きな影響を及ぼしていることも示すことができた。
