    Michael Rush sheds light on the Japanese 'Nordic Turn' in the family policy, including a father-friendly parental leave scheme after the 2000s in his work published in 2015. Despite this and the Japanese Government's apparent desire to encourage fathers to take parental leave, the policy does not seem effective as in Nordic countries. This paper examines what makes Japan's statutory parental leave scheme difficult to work like the ones in Nordic countries by analyzing the process of the amendments of the leave scheme after the 2014 amendment. The study pays particular attention to the views expressed by the various actors involved in the law-making process on the issue of the inconsistency between bonus months, which is a father quota, and the special extension of parental leave in case of no childcare place, and how this was reflected in the final bill. The paper reveals that the process was not confined to the Ministry of Health, Labour and Welfare but was heavily influenced by the work of the Cabinet Office, project teams of the ruling party, and private groups promoting work-life balance measures. Partly because of this, the Japanese parental leave system has diverged significantly from the Nordic and German systems to which it was originally referred.

    This contribution asks whether the most recent innovation of Nordic family policies, the so-called father quota, has been an object of policy learning in countries that followed the Nordic example of leave policies earlier, such as Germany, Slovenia, and Japan. Our case studies show that analyses of policy learning, especially in the social field, need to take into account the specific contexts and actor constellations in “export” and “import” countries. Rather than representing a blueprint, the Nordic father quotas have served as an inspiration within messy and fragmented processes of policy learning leading to hybrid arrangements in import countries.

    Paid parental leave policies in both Australia and Japan fit within Dobrotic and Blum's (2020) classification of a selective employment-based entitlement model, thus offering an extension of that category beyond Europe and illustrating the wide variation possible within it. In this article we develop indices for comparing employment-based parental leave policies on three dimensions of social equality: inclusion, gender equality and redistribution. This combination offers an extension of classificatory schemes for parental leave policies and a broader basis for comparative analysis. We compare Australia and Japan on these indices and present a qualitative exploration of the origins and implications of their similarities and differences. The analysis draws attention to tensions between the three indices, illustrating intersecting and conflicting influences on the potential for paid parental leave entitlements to contribute to the amelioration of social inequalities. Overall, the comparison highlights drivers of difference within employment-based entitlement systems and underlines the need for complementary measures to advance egalitarian outcomes.

    This paper reports a program Visiting New Alumni Teachers for Sustainable Teacher Careers which Konan University Teacher Education Center has conducted over the past five years.Teacher education instructors and full-time faculty members visit schools where new graduates have just started teaching and are likely to be unconfident at the starting point of their teacher life. The instructors and faculty members interview managers, mainly the principal, and the graduates to observe the current situation. In recent years, there have been a growing number of cases in which they can visit the new teachers'classes.The reports after the visits show the evaluation points and issues that the managers focus, and how the new graduate teachers themselves recognize the relationships with colleagues and students, and related issues. The significance of the project includes (1) gaining understandings by schools about the need for continuous support after graduation and being able to form the basis of a system to support new teachers collaboratively, (2) being able to assess the achievements and issues of the teacher education at the university, (3) being able to make opportunities to connect the university and alumni concerning their job as a teacher, (4) being able to improve daily instruction and support programs as well as the curriculum at the university through the understanding of the situation at the schools.

    The CAFS database that includes the results of our surveys conducted in 7 areas from 5 countries has been constructed and made public. The research results based on the CAFS database by our research team including young scholars and students from Japan and other countries are already published in academic journals and as CAFS working papers. A comprehensive result that compares 7 areas from 5 countries will be published as books both in English and Japanese. The Japanese book will be published from Kyoto University Press. Stark differences between East Asia and Southeast Asia in both generational and gender relationships, significant differences between north and south regions of Vietnam, gaps between attitudes and behaviors in Southeast Asian societies and gaps by age and educational background are among the most important findings.

    日本における父親による取得率の低さや期間の短さの背景と今後の変化の可能性を分析し、必要な方策を検討するという本研究の目的に照らして、その研究活動は、(1)日本における夫婦の子育て・家事・就労に関する分担状況とその交渉過程についての実態調査と、(2)制度・実践・文化に関する諸外国との比較に大きく分かれる。それぞれの活動について、本年度実施した内容は以下の通りである。
    (1)に関しては、新型コロナ感染拡大を受け、引き続き勤務形態が日本の通常の状況と大きく異なることから、育児休業を取得した父親のインタビュー実施は次年度に延期した。一方で、他の研究者と共同で過去に実施した母親のキャリア・保育と夫の家事育児に関する働きかけについてのインタビューを分析し、論文にまとめた。
    <BR>
    (2)に関しては、次の2点について研究を進めた。
    まず、これまでのスウェーデンやドイツの制度と比較を踏まえて明らかにした、父親の育児休業取得推進に関する日本の育児休業制度の課題を踏まえて、2014年までの改正とそれ以降を比較する形で、育児休業改正の審議プロセスを詳細に辿り、現在の制度上の課題が生じて背景について分析した。その結果は、2つの国際会議で報告した上で、国際学術雑誌に投稿し査読を受けている。
    また、性別分業や長時間労働に関して日本と類似しており、育児休業制度についても基本的な仕組みが類似している韓国の研究者との間で、制度と父親の取得状況について比較研究を開始した。
